Jakarta The Indonesian News) – Minister of Micro, Small, and Medium Enterprises (MSMEs) Maman Abdurrahman has ensured that the designation of online motorcycle taxi (ojol) drivers as micro-enterprises will provide various benefits, ranging from flexibility in running their business to access to various MSME policies and incentives, including exemption from Income Tax (PPh) in accordance with applicable tax regulations.
This certainty is part of the discussion of the Presidential Regulation (Perpres) on the digital transportation ecosystem, which is currently in its final stages. There are approximately two articles that still need to be synchronized and finalized before the regulation is enacted.
“We are currently in the finalization stage of the Perpres regarding the digital transportation ecosystem. There are just a few articles left that we are synchronizing and finalizing. God willing, hopefully within this week it will be completed,” said Minister of MSMEs Maman Abdurrahman after attending a coordination meeting to discuss the Perpres on the digital transportation ecosystem at the Nusantara III Building, Jakarta, on Monday (August 10, 2026).
Minister Maman emphasized that the government is committed to building a digital transportation ecosystem that can improve the welfare of ojol drivers while also ensuring the sustainability of all actors within that ecosystem.
In the discussion regarding the status of ojol drivers, the government has reached an understanding to designate drivers as micro-enterprises. This policy also takes into account the aspirations of ojol driver communities and associations that have engaged in dialogue with the government.
“I have met with nearly 20 ojol associations and communities. The majority of their aspirations lean toward MSMEs, meaning toward micro-enterprises,” said Minister Maman.
According to him, micro-enterprise status provides room for ojol drivers to maintain flexibility in running their business activities. At the same time, this status opens opportunities for drivers to benefit from various policies and incentives aimed at MSMEs.
“God willing, with their status as MSMEs, our ojol colleagues have time flexibility. Then, several incentive policy packages for MSMEs can also be enjoyed by them,” he said.
Minister Maman also clarified information regarding the tax implications after ojol drivers are categorized as micro-enterprises. He emphasized that this status does not automatically subject ojol drivers to taxation.
MSME business owners with annual turnover of up to Rp500 million are exempt from Income Tax (PPh) in accordance with applicable tax regulations. Meanwhile, according to Minister Maman, the average turnover of ojol drivers ranges from Rp10 million to Rp15 million.
“I want to clarify, if anyone says that ojol drivers will be taxed, that is not true. For MSMEs with turnover below Rp500 million, they are not subject to tax. Meanwhile, the average turnover of ojol drivers is around Rp10 million to Rp15 million,” he emphasized.
In addition to providing access to various MSME policies, micro-enterprise status is also expected to serve as an entry point for ojol drivers to develop their economic capacity. Drivers are not only seen as partners providing transportation services but also as business actors who have the opportunity to grow and increase their business scale.
Minister Maman gave an example that drivers can develop vehicle ownership and utilize it as part of their business activities. Thus, this policy is expected to provide broader space for drivers to build productive assets and strengthen their economic independence.
After the Perpres is enacted, relevant ministries and agencies will prepare derivative regulations according to their respective authorities. All these regulations must remain within the corridor of the Perpres and share the same spirit, namely improving driver welfare while ensuring the sustainability of the digital transportation ecosystem.
The government, according to Minister Maman, needs to ensure that the policies formulated can create a balance between the interests of drivers as micro-entrepreneurs and the sustainability of application companies as an important part of the digital transportation ecosystem.
“The spirit is to encourage growth and welfare for our ojol colleagues, plus maintaining the ecosystem that exists there. One of them, the sustainability of applications must also be secured,” said Minister Maman.
